How does the problem look like?
Not sure what the situation is about other towns and maps, when trying All for One map and pick Conflux town, the heroes box cannot be changed, as opposed for any other city. The heroes are un-pickable for all enemies no matter which town is selected.
What exactly did you do to trigger it?
Selected All for One map, selected Conflux city. The heroes cannot be picked.
